The restrictive measures imposed to control the COVID-19 pandemic caused the most severe drop in economic activity in the last few decades. To stimulate recovery, considerable financial resources will be provided both at the national and EU levels. In addition to public money that should be spent on investments with a log-term impact on productivity, available private funds are an important factors as well. Alongside large-scale public investments, ways to attract a higher number of private investors should be explored. Participants of the panel will discuss the opportunities that the recovery funds bring to Europe and the limitations arising from the fiscal rules and commitments on the green and digital transformation at the EU level.
